The Rotary Club of Hunt Valley James W. Houck Foundation, Inc.

The Four-Way Test, which has been a guiding principle of Rotary International since 1943, asks its members to ask themselves these four questions when making any decision: Is it the truth? Is it fair to all concerned? Will it build goodwill and better friendships? Will it be beneficial to all concerned?

In 1968, James W. Houck, Sr., then a member of the former Timonium Rotary, initiated a Four-Way Test poster contest at St. Stephen School, and throughout the years the program was expanded to the essay contests in middle schools and oratorical contests in high schools. The Rotary District for Maryland & DC (7620) adopted the oratorical contest as a district-wide activity, and now the program is offered by Rotary clubs across the United States.

In 1996, Jim Houck and the The Rotary Club of Hunt Valley established The James W. Houck Foundation, Inc. as a non-profit, 501(c)(3) organization to continue Jim’s mission and vision. Today, the Foundation supports a number of community and education-related programs including the Four-Way Test Program, The Dictionary Project, Rotary Youth Leadership Awards, and a number of area charitable organizations.
